The University System of Maryland Telecommunication Council (USMTC) recognizes it must design and institute an infrastructure that:
- provides both immediate and potential long term growth needs of the USM campuses in bandwidth and intercampus configuration;
- insures high quality service at the most cost-effective rate;
- continues the excellent cooperation with other external users, especially Maryland's community colleges, Morgan State University and St. Mary's College, but without assuming responsibility to be the internet service provider for those and other entities related to fulfilling the USM mission, e.g. K-12 and alumni.
